Mr. Riley Carruthers, President and CEO

  • Director, Management Information System Program, Huston-Tillotson College, Austin Texas. Responsible for strategic system planning and the implementation, installation, maintenance, and overall enhancement of the College’s data processing system, local area network, and administrative and client software. Responsible for operations and overall effectiveness of the application systems , internal and external communications, internet and intranet functions in support of the college administration.
  • Automated Data Processing System (Defense Mapping Agency). Provided total customer support as systems engineer for the creation and implementation of ADP security and accreditation process procedures. Developed security operating concepts and detailed procedures for a major corporation automated system. Directed the activities and supplied the expertise and technical support to ensure system certification and integrity during installation, networking, and interface efforts.
  • Digital Processing System (Defense Mapping Agency). Selected and developed a team of engineers and analysts that assumed total responsibility for all hardware and software modifications to the Defense Mapping Agency (DMA) Digital Processing System. Operating at the three customer production sites, the team rapidly isolated hardware and software problems, resolved discrepancies within the five production segments, documented and implemented the necessary modifications and maintained configuration control of over 12,000,000 lines of code.
  • Command and Control System (Headquarters Pacific Air Forces). Responsible for the planning, interfacing and upgrading of a major world wide automated information and communications systems. Provided the senior level direction to subordinate units in the development of local and regional subordinate interfacing systems. Supported all Regional, National and International Command Post and Full Play Exercises including Team Sprint and Focus Lens. Developed the first command level system that successfully interfaced intelligence data into the automated Command Control System.

EXPERIENCE:

  • Install Microsoft Outlook 98 software and migrate the users from CCMail to Exchange Mail. Handle trouble calls related to the migration from CCMail to Exchange. Manage the assignment of personnel and other resources to accomplish the migration for about 3500 users.
  • Analyzed customer information technology requirements, proposing solutions and giving price quotes. Visited prospective customers and informed them about corporate offerings and how they related to their requirements.
  • Responsible for the identification, procurement, installation and training of personnel for new software and hardware. Installed and worked day to day problems occurring on office computers, NT Server and the LAN. Reviewed needed job qualifications and explored all avenues to acquire the appropriate person to fill the position. Assisted the financial analyst in preparation of financial reports and in the day-to-day financial business of the office. Performed financial audits of completed tasks. Quality Assurance Evaluator on numerous tasks related to the SETA contract. Task leader on SETA tasks. Provided inputs on new proposals.
  • Responsible for quality control on all system problems reported to the Field Assistance Center. Installed help desk software (HEAT) on office PCs and provided appropriate training to users and management. Identified system trends, analyze and recommended corrective actions.
  • Directed the implementation of a campus wide local area network and managed 11 personnel. Conducted studies of various LAN environments and PC software packages. Designed/installed building fiber backbone schemes and installed the Novell LAN operating system environment.
  • Managed 3 people and a $15 million budget. Reviewed/edited all incoming/outgoing correspondence and maintained senior executives' calendars. Coordinated work with senior level executives. Wrote and gave briefings to all levels of management.
  • Oversaw implementation of an automated command and control information system and managed 6 people. Translated customers’ requirements into automated systems.
  • Supervised 8 personnel from England, Germany and Belgium. Installed and maintained system software on a Honeywell 6000 computer. Trained users on the proper use of software and hardware.
  • Evaluated/procured Graphics software/hardware to fulfill users requirements. Wrote technical specifications for computer hardware/software procurements. Evaluated contractor proposals for procurements.
